It's a Sangheili cultural dancer in one of many versions of their outfits~ While not 'canon' I've entertained their existence for a while (and have been surprised that others have believed the same  .) I call them D'amor, which is a play on some latin root words.More can be read on them in my work of fiction "Vestige." (the weapon is a type of curved ceremonial spear.) On a random ending note, as I've been asked; no, I do not draw my female Sangheili with boobage and never ever will. Sorry. It doesn't make any sense whatsoever.
